Painting in Gardens: Blocks, Flats and Shopfronts

Gardens is mostly not free-standing houses. It is three to eight storey apartment blocks from the 1930s through the 1970s, Victorian terraces on the lower streets, and commercial frontage along Kloof Street. That changes the job completely. Most painting work here is either a single flat interior, a common-area refresh, or a full block exterior signed off by trustees.

The practical constraints are access and parking. Streets are narrow, many are one-way, and most blocks have no space to stand scaffold without taking a lane or a row of bays. That is why rope access is often quoted alongside scaffold - it costs more per square metre but removes the permit, the parking loss and several days of erection time. On a tall narrow block it frequently works out cheaper overall.

What Painting Costs in Gardens

JobTypical range
Apartment interior, 1-bed (walls and ceilings)R9,500 – R17,000
Apartment interior, 2-bed (walls, ceilings, trim)R15,000 – R28,000
Block exterior, per m² using scaffoldR110 – R190
Block exterior, per m² using rope accessR140 – R240
Common areas - stairwells, passages, lobbyR14,000 – R38,000
Steel window frames, rust treatment plus enamelR650 – R1,400 each
Balcony and walkway waterproofingR280 – R520 / m²
Kloof Street shopfront or ground-floor facadeR12,000 – R35,000

Treat these as budget guides rather than a quote. They assume reasonable substrate condition and two coats of a mid-to-premium product. Block work in particular varies with measured elevation area and access method.

  • Block exteriors are quoted per square metre of elevation, not per unit - ask for the measured area so trustees can compare quotes properly
  • Old steel window frames are usually the largest single variable on a 1950s block; count them before you budget
  • Commercial frontages often need after-hours work, which carries a premium of roughly 15 to 30 percent

Timing a Job in Gardens

March to April is the strongest window, with early October close behind. Gardens sits in the lee of the ridge so it is less wind-battered than the upper slopes, but the south-easter still funnels hard down Kloof Nek Road in December and January, and on a high block that is enough to stop rope work by mid-morning.

For body corporates, the timing that matters is administrative rather than meteorological. Getting three comparable quotes, a special resolution and a contractor booked typically takes eight to twelve weeks, so a block aiming to paint in autumn should start the process in early summer. Blocks that start looking for quotes in March end up painting in winter, which is the wrong answer.

Flat interiors are not weather-dependent, but they are ventilation-dependent. A closed-up one-bedroom flat painted in mid-winter with the windows shut holds solvent and moisture for days. Autumn and spring let you keep windows open and cut drying time between coats.

Product Choices for Apartment Work

  • Stairwells and passages take constant contact - a washable low-sheen such as Plascon Double Velvet survives; matt does not
  • Block exteriors need a premium acrylic with good UV hold, because repainting a block is disruptive enough that you want seven years out of it, not four
  • Steel window frames need a rust converter and an etch or metal primer before enamel - painting straight over surface rust guarantees bleed-through within a year
  • Balconies and walkways are waterproofing, not painting; an acrylic membrane system over a properly prepared screed is the right answer, and normal exterior paint is not
  • For rental flats, mid-tone neutrals hide marks between tenancies far better than brilliant white and cost the same
  • Ceilings in older blocks often carry old water staining - budget for a stain-blocking primer or the mark returns through two coats of white

Questions to Put to Any Contractor

  • What is the measured square metreage of the elevation, and how was it calculated
  • Scaffold or rope - what does each option cost and what does each do to the timeline
  • Which specific product and how many coats, in writing
  • How will occupied flats be protected and what notice will residents get
  • Who is responsible for the parking permit or lane closure if scaffold is used
  • What is included on the balconies, and is waterproofing separate from painting

Common Questions from Gardens Residents

Is rope access really cheaper than scaffold?
Not per square metre, but often per project. Scaffold on a Gardens street means a permit, lost parking bays, several days of erection and several more of dismantling, all of which you pay for. On a tall, narrow block with little street frontage, rope access frequently lands lower on the total once those costs are counted.
Can I paint just my flat if the block exterior is peeling?
Yes for the interior, which is yours. The exterior walls and usually the balcony are common property, so painting them is a body corporate decision. Doing your own patch of exterior without approval tends to create a problem rather than solve one.
How long does a two-bedroom flat take?
Three to five working days for walls, ceilings and trim, assuming reasonable prep and that you can clear the rooms. Add days if the ceilings need stain blocking or if old wallpaper has to come off first.
Our block has never been painted in ten years. Where do we start?
With a condition survey rather than a quote. On a 1960s block the real cost sits in the steel windows, the balcony waterproofing and any plaster spalling, and none of those show up properly until someone gets close to the wall. Quotes taken from the pavement are guesses.
Do we need to move out?
For an interior repaint of an occupied flat, no, but you need one room clear at a time and somewhere for the furniture. Most people find it easier to do it in a tenancy gap if the flat is let.
